Starting with the 2025–2026 school year, Licking Heights Local Schools will implement the requirements of the Parents’ Bill of Rights, established by Ohio House Bill 8. The district has already adopted the board policy, which took effect July 1, 2025, in alignment with the new state law. This legislation affirms parents’ rights to be informed and involved in key decisions regarding their child’s education, health, and well-being.
Under the law, classroom instruction on “sexuality content” is prohibited in grades K–3, with exceptions for the child sexual abuse education which is still required by Ohio Revised Code. In grades 4–12, such instruction must be age-appropriate, and parents will have the opportunity to review materials in advance and opt their child out of participation. Parents must also be promptly notified of significant changes to a student’s counseling services, health monitoring, or requests to be identified differently than their biological sex.
The law also requires that parents be notified annually about school-based physical, mental, and behavioral health services, and written parental consent must be obtained before non-emergency services are provided. Emergency care, first-aid, and services outlined in an IEP or 504 Plan are not affected.
Licking Heights remains committed to clear communication and strong family partnerships. A copy of the adopted board policy is available
